Vandalia’s All-Inclusive Dream to Reality

In Vandalia, a dream was taking shape. The community had long envisioned a place where children of all abilities could play together, and now, with the help of Audrain County Disability Services (ADDS), that dream was becoming a reality at Tri-County Park. The project began with an idea, a budget line, and a generous donation of $150,000 from ADDS in March 2023. This funding was specifically aimed at creating an all-inclusive playground, that is the only one of its kind within 50 miles of Vandalia, ensuring that children from surrounding areas could also benefit from this wonderful initiative.
The city was eager to bring such a park to Vandalia. The staff worked tirelessly, gathering letters from local schools and parents of disabled children to support their request for funds from ADDS. Their dedication paid off, and the community’s dream began to take shape. The city emphasized that the playground would not only serve disabled children but also provide a safe and enjoyable space for the older generation to bring their grandchildren, without the worry of chasing them up a lot of steps. The city council, led by Mayor Kuda, was enthusiastic about the project. They knew it would not only provide a safe and fun environment for children but also foster a sense of unity and inclusion within the community. The city discussed with experts to design the playground, ensuring it would be accessible and enjoyable for everyone. The plans included wheelchair-accessible ramps, sensory play areas, and equipment that could be used by children with various disabilities.
Groundbreaking began on June 10, 2024, marking the start of an exciting journey. Concrete was poured on June 18th, and by August 6th, installation of the playground equipment was underway. The community watched with anticipation as the playground took shape, and on October 4th, 2024, the project was completed.
The playground features a variety of inclusive equipment, such as the Alta-Glide Flex for wheelchairs, the Ten Spin, the Spider Climber, the Chameleon Double Entry Slide, the Tree-O Climber, and the Wave Barrier. Each piece was carefully chosen to ensure that children of all abilities could enjoy the playground to the fullest.
The pour-in-place ground covering at the all-inclusive playground in Tri-County Park is a key feature that enhances both safety and accessibility. This type of surface is made from a combination of rubber granules and a binding agent, which are mixed and poured on-site to create a seamless, cushioned layer. Here are some of its standout features:
Safety: The rubber surface provides excellent shock absorption, reducing the risk of injuries from falls. This is especially important for children who might be more prone to trips and tumbles.
Accessibility: The smooth, even surface is wheelchair-friendly, allowing children with mobility aids to navigate the playground easily. It also benefits parents and grandparents who might have mobility issues.
Durability: The material is designed to withstand heavy use and various weather conditions, ensuring that the playground remains safe and functional for many years.
Low Maintenance: Unlike traditional mulch or sand, the pour-in-place surface requires minimal upkeep. It doesn’t need to be raked or replenished, making it a practical choice for a busy community park.

Again, this project would not have been a reality without the help of ADDS. Not only has ADDS helped the Vandalia community, but it also helps in other ways for the county.
Audrain County Disability Services (ADDS), officially known as Audrain Developmental Disability Services, has been a cornerstone of support for individuals with developmental disabilities in Audrain County for over 45 years1. Established in 1978, ADDS is a nonprofit organization dedicated to enhancing the quality of life for adults with intellectual and developmental disabilities.
Key Services Provided by ADDS:
Residential and Independent Supported Living: ADDS offers various living arrangements, including group homes and independent living options, to ensure individuals can live as independently as possible while receiving the support they need.
Community Services: These services help individuals integrate into the community, promoting social inclusion and participation in community activities.
Natural Home Support: ADDS provides support to individuals living in their own homes or with family members, helping them maintain their independence and quality of life.
Respite Services: These services offer temporary relief to primary caregivers, ensuring they have the time to rest and recharge while their loved ones receive quality care.
Day Training Program: This program focuses on skill development and vocational training, helping individuals gain the skills needed for employment and daily living.
Targeted Case Management: ADDS provides personalized case management services to help individuals navigate the various resources and services available to them, ensuring they receive the appropriate support.
Leadership and Governance:
ADDS is led by Executive Director Tim Crews, who has been with the organization since 1994 and became the Executive Director in 2002. The organization is governed by a local Board of Directors, which meets monthly to oversee operations and ensure the organization’s mission is being fulfilled.
Funding: ADDS utilizes funds authorized through the State Senate Bill 40 (SB40), which allows Audrain County to levy county taxes to support services for individuals with developmental disabilities. This funding is crucial in maintaining and expanding the range of services offered by ADDS.
Through its comprehensive programs and dedicated staff, ADDS continues to make a significant impact on the lives of individuals with disabilities in Audrain County, fostering a community where everyone has the opportunity to thrive.
